About the programme
AVDP is a Government of Sierra Leone programme, financed by IFAD, the OPEC Fund and the Adaptation Fund, working with smallholder farmers across fourteen districts.
Purpose
Raising smallholder incomes, not just yields
The programme works on the whole chain — developing land, improving planting material, then making sure what is grown reaches a buyer at a price worth the season's work. Productivity gains that stop at the farm gate do not change a household's income.
Reduce rural poverty
Sustainably improve food security and incomes for smallholder households in the programme districts.
Commercial smallholder agriculture
Move farmer organisations from subsistence production toward reliable commercial supply relationships.
Value chain, end to end
Land, inputs, climate resilience, market linkage and infrastructure addressed together rather than in isolation.
Governance
How the programme is run
Programme Steering Committee
Chaired by the Ministry of Agriculture, Forestry and Food Security, with representation from finance, environment and farmer organisations.
Programme Management Unit
Based in Freetown, responsible for planning, procurement, financial management and monitoring across all districts.
District teams
Field officers working directly with associations on scheme development, training and data collection.
Audit and supervision
Annual external audit, and regular supervision missions by the financiers against the agreed results framework.
