Invitation for Bids: Supply, Delivery and Installation of Value Addition Equipment

The Government of Sierra Leone, through the Agriculture Value Chain Development Programme (AVDP), invites eligible bidders to submit bids for the supply, delivery and installation of value addition equipment and ancillary materials.

The procurement is financed by the International Fund for Agricultural Development, the Adaptation Fund, the OPEC Fund for International Development and the Tony Blair Institute, with the financing administered by IFAD.

The procurement supports AVDP’s objective of promoting agriculture as a business, improving household incomes, reducing rural poverty and strengthening the climate resilience of farming households across Sierra Leone.

Procurement Lots

The goods and related services are divided into the following three lots:

Lot 1

Supply, delivery and installation of processing equipment for:

  • Cocoa model farms
  • Oil-palm model farms
  • Vegetable model farms

Lot 2

Supply, delivery and installation of rice-processing equipment.

Lot 3

Supply, delivery and installation of power saws.

Bidders may submit bids for one or more lots and may be awarded a maximum of three lots, provided they meet the qualification requirements for each lot. Contracts will be awarded on a lot-by-lot basis.

Bidding Method

The procurement will be conducted through the International Competitive Bidding method in accordance with the IFAD Procurement Handbook.

The evaluation process will include the review and verification of bidders’ qualifications, previous performance and references before the award of a contract.

Please note that no pre-bid conference will be held.

How to Obtain the Bidding Document

Interested bidders must pay a non-refundable fee of:

  • SLE1,200, or
  • USD50

Bid Submission

Bids must be submitted electronically in accordance with the instructions contained in the bidding document.

Requirements for Local Bidders

Local bidders must submit the following documents:

  • Certificate of Incorporation or Registration
  • Valid NASSIT Clearance Certificate
  • Valid NRA Tax Clearance Certificate
  • Valid Local Council Certificate
  • Manufacturer’s authorisation
  • Evidence of arrangements for providing after-sales services in Sierra Leone, including through local agents or partnerships

Requirements for Foreign Bidders

Foreign bidders must submit the following documents:

  • Certificate of Incorporation or Registration
  • Valid Tax Clearance Certificate
  • Manufacturer’s authorisation
  • Evidence of arrangements for providing after-sales services in Sierra Leone, including through local agents or partnerships

Bid Security

Every bid must be accompanied by a bid security in the form of a bank guarantee.

Obtaining the document and submitting a bid

Step 01

Obtain the bidding document

A non-refundable fee of SLE1,200, or USD50 applies.

You will then also receive any updates to the document.

Step 02

Prepare your bid

No pre-bid conference will be held for this tender. Bid security must be provided in the form of a bank guarantee, per lot.

Step 03

Submit before the deadline

Bids are submitted electronically, in the manner set out in the bid data sheet.
Late bids are not accepted under any circumstances.
